You need explosives or EMP to take them down properly. The only real problem is Tanks and Helicopters if you are no prepared. It's videogame 101, snipers aim for the head. Even pistols are super fucking lethal in this game.

TL:DR Armor Piercing rounds + Headshots + upgrade your weapons.
